Spoilers/setting: During the Marineford arc
Summary: Nami, the world, the weather, and Luffy.
On the day of the great war at Marineford, the sky island of Weatheria was rocked by a completely unforeseen tempest.
"What the hell is this?" Nami exclaimed to Professor Kumorius. Her nerves were frazzled enough already with worry - for Luffy, mostly. "I thought you guys could see these things coming!"
"I wonder…" mused the Professor. "Considering the date... the direction of the tempest… and where I believe we are right now above the Blue-Blue Sea... Almost has to be Whitebeard."
Nami's eyes widened. "Really? We're that close to Marineford?"
He shook his head. "No, it's quite far. But he has the power of the Quake-Quake Fruit. I believe he made the earth quake and unleashed a tsunami, and we were just hit by one of the repercussions."
"Oh," said Nami quietly. So there are people as strong as that, even...
Kumorius shrugged philosophically. "The world's like that. Even with all our skills, our hard-won knowledge of the principles controlling the apparent chaos of the Grand Line's weather... It can all be made useless at one stroke by the truly powerful."
"Hm." Nami looked out the window. Does it have to be like that? Should it?
She knew what Luffy would say. He'd protest against anything that lessened adventure, that made the world safer and more predictable. And yet, when the great and powerful could twist everything around them so dramatically... where did that leave normal, ordinary people? Did only the truly strong have their place in this world?
But then she thought of Skypiea. Of Enel and his great thunder cloud, finally dispersed by Luffy. He'd named his attack "Fair Weather"... And somehow, there always seemed more room where he was. For everyone.
She smiled, with aching worry, wishing he wasn't alone. Just be safe, you idiot.

But the first is inherently flawed, because many persons / institutions abuse that, and take away the power of other people. Luffy, while often indirectly, changes that wherever he goes, however, if it's him inspiring, fighting, or protecting. He uses his own power for others he cares about.

Though at this point, he still has to grow to really claim the freedom he seeks with the people he loves.
